NOTICE IS HEREBY GIVEN that the Cascade County Board of Commissioners, and Cascade
County Public Works, will receive sealed bids for the construction of multiple new roofs, located
within the Montana ExpoPark, located at 400 3rd St NW, Great Falls, MT. Mandatory
attendance at the pre-bid conference will be required and will occur at 10:00 am on Wednesday
September 6, 2023, in the lobby of the Pacific Steel & Recycling Center, located within the
Montana ExpoPark. All interested contractors are required to attend or they will not be allowed
to bid the project.
The project consists of: Tear off on multiple roofs of the existing single-ply membranes
(Hypalon, EPDM and/or Ballasted EPDM), coverboard, metal roof edging and copings, ballast
(where applicable), flashing and walkway pads; installation of a new 60mil single-ply Hypalon
membrane roof to include additional insulation, secondary drain installation, coverboard, roof
edging and copings, flashing and walkway pads. There will be an additive alternate portion of
the project that includes the demolition and replacement of the standing seam metal barrell roof.
The area of roof demolition and replacement is approximately 96,000 S.F (including barrell roof
area).
The contract documents consisting of Drawings and Project Manual are available online at
Montanabid.com or at the Great Falls Builders Exchange (325 2nd St So., Great Falls, MT).
Alternately, the plans can be obtained at the office of TD&H Engineering 1800 River Drive
North, Great Falls MT in accordance with Article 2.01 of Instructions To Bidders. For a hard
copy from TD&H, there is a required deposit of $ 75.00 per set, which is not refundable. When
downloading the bid document on-line or obtaining it at a Builders Exchange, each contractor
bidding the project is responsible to make sure they download the entire document to use in
preparation for their bid. The Bid Submittal must include all items identified in the Project
Manual (Instructions to Bidder 15.01).
Sealed bids must be received no later than 3:00 PM local time, Tuesday, September 26, 2023,
at the Cascade County Public Works facility, located at 279 Vaughn S Frontage Rd, Great Falls
MT, where bids will then be opened and read aloud publicly. No electronic/digital media bids are
allowed. Late bids will be returned unopened.
CONTRACTORS and any of the CONTRACTORS’ subcontractors bidding or doing work on this
project will be required to be registered with the Montana Department of Labor and Industry
(DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box
8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be
obtained by calling 1-406-444-7734. CONTRACTOR is not required to have registered with the
DLI prior to bidding on this project but must have registered prior to execution of the
Construction Agreement. The CONTRACTOR must ensure that employees and applicants for
employment are not discriminated against because of their race, color, religion, sex or national
origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond
payable to Cascade County Public Works Department, in an amount not less than ten percent
(10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved
Performance Bond and a Labor and Materials Payment Bond, each in the amount of one
hundred percent (100%) of the contract amount. Insurance as required shall be provided by the
successful BIDDER(s) and a certificate(s) of that insurance shall be provided.
